Oh goodness Kassie, I cannot recal the exact number of sheets because 1. it was too long for my mom brain to remember and 2. i stuffed 2 at the same time to make sure I could get good photos. I bought a pack of tissue and it had several sheets of all the different blues an I just sat down and folded them over and over and got to cutting and stuffing. When I squeezed the stuffed balloons I could feel that they were stuffed with paper. You want enough that it goes everywhere :)
